Maintenance and Service Collective Bargaining Unit (NP-2)
Contract Extension and Changes
I. AUTHORITY
This memo addresses the economic provisions and language changes
contained in the concession agreement. Refer to Comptroller Memoranda
2009-11 and 2009-11a for other contract provisions.
II. COMPENSATION (Article 20)
A. General Wage Increases (Section 1) General wage increases will be effective as follows:

B. Annual Increments (Section 2) Employees will continue to be eligible for and receive annual increments
in July or January in accordance with existing practice for 2008-2009 and
2009-2010 contract years and paid in the pay period following July 1 and/or
January 1, based upon the employees anniversary date for the 2008/2009 and
2009/2010 contract years. There will be no annual increment paid for the
2010-2011 contract year. The annual increment for the 2011-2012 contract
year will be delayed by three months.
C. Lump Sum Payment for Maximum Step Employees (Section 2) Effective July 1, 2008 through June 30, 2012 employees at their top step
will receive a lump sum payment equal to two and one half percent (2.5%) of
their base annual salary.
There will be no lump sum payment for the 2010-2011 contract year.
III. FURLOUGH DAYS
There will be mandatory furlough days for all members of the bargaining
unit that will take place prior to June 1, 2009 (1 day), prior to June 1,
2010 (3 days), and prior to June 1, 2011 (3 days). Furloughs are defined as
scheduled days off from work without pay in accordance with the voluntary
schedule reduction program covered by Section 5-248c of the CT General
Statutes. Refer to Memorandum of Agreement between State of Connecticut and
Connecticut Employees Union Independent (CEUI), Local 511, SEIU for specific
details.
IV. DURATION OF AGREEMENT
The duration of this Collective Bargaining Agreement will be effective
on July 1, 2008 through June 30, 2012.
V. RETROACTIVE PAYMENTS
Retroactive General Wage Increases Payments will be separately identified and subject to mandatory
deductions only; i.e., federal withholding tax and state income tax
annualized, social security tax, retirement contributions, and garnishments
(if applicable).

C. Lump Sum Payments for Maximum Step Employees The agency must process these lump sum payments manually and follow the
effective dates and pay periods of annual increments. There will be no lump
sum payment for the 2010-2011 contract year.
VII. PAYROLL PROCEDURES
A. Implementation of General Wage Increase New pay plans will be implemented centrally with the new hourly rate and
biweekly salary effective with the pay period, at the proper time.
Retroactive Payments:
1. On the Timesheet Page: Amount or Hours; Time Reporting Code
XRTRA or XRTRH.
2. On the Additional Pay Page: Amount or Hours; Earnings Code RTR.
B. Payment of Lump Sum(s)
1. On the Timesheet Page: Amount or Hours; Time Reporting Code
XMISP.
2. On the Additional Pay Page: Amount; Earnings Code MPS.
These lump sum payments are subject to mandatory deductions; i.e.,
