Subject: | Request for Information Regarding State Employees in the Reserves of the Armed Forces of the United States |
I. AUTHORITY
State legislation provides for additional benefits and compensation for State employees called to active military service in the armed forces of any state or the United States for Operation Enduring Freedom, Operation Noble Eagle, Operation Liberty Shield, a related emergency operation, or a military operation whose mission was substantially changed as a result of the attacks of September 11, 2001, or federal action or state action authorized by the Governor in support of the federal Department of Homeland Security's Operation Liberty Shield, military operations that are authorized by the President of the United States that entail military action against Iraq, or federal action or state action authorized by the Governor to combat terrorism within the United States, or federal action or state action authorized by the Governor or the President of the United States that entails service or military action as part of Operation Jump Start at the border of the United States and Mexico.
II. PROCEDURES FOR ACTIVATED MILITARY EMPLOYEES
In the event that an employee is activated in the military, it will be
necessary to collect the following information and forward it to the Office of
the State Comptroller, Fiscal Policy Division:
III. ADDITIONAL PROCEDURES FOR ACTIVATED EMPLOYEES
Agencies should also collect and keep the following information for all employees who are called to active duty in the military:
Whether or not the employee wants to continue group life insurance coverage or dependent health insurance. The group life insurance coverage and dependent health insurance may be continued only if the employee was covered on the date of activation and the employee share of the premium is continued. (Note that the employee is also required to continue paying his/her share during any leave under Section 27-33 of the Connecticut General Statute.) If group life insurance coverage is cancelled for non-payment of premium during the leave and the employee wishes to participate in the life insurance plan at a later date, evidence of insurability will be required.
Whether or not other elected payroll deductions should be continued; i.e., deferred compensation, credit union, The Connecticut State Employees' Campaign for Charitable Giving, etc.
Military Leave Earnings Statements. All Military Leave Earnings
Statements must be kept at the agency and used to reconcile the employee's pay
when he or she returns to work.
IV. STATE EMPLOYEES RETURNING FROM ACTIVE MILITARY SERVICE
When the employee returns from active duty, agencies must complete the "Request for Information Employees Returning to State Service from Active Military Service" form and forward it to the Office of the State Comptroller.
